HH Donna Prowell-Raphael is the Chairman and sole Judge of the Equal Opportunity Tribunal. Prior to her appointment to this office in April 2018, H.H. Prowell-Raphael had a distinguished practice in Civil Litigation and Advocacy representing both the government and the private sector. She is a former Member of Parliament (Senator) of the Republic of Trinidad and Tobago. H.H. Prowell-Raphael has served on several government bodies, and held directorships in many private companies. She has lectured in law and authored several legal publications.

H.H. Prowell-Raphael was admitted to the bar of Trinidad and Tobago 1986 as a Barrister. She is a certified Arbitrator and Mediator and a member of the International Bar Association, the Chartered Institute of Arbitrators (London)m and the Law Association of Trinidad and Tobago. She also served as the Honorary Secretary of the Law Association of Trinidad and Tobago

H.H. Prowell-Raphael earned her Masters Degree in Law from the Robert Gordon University, Aberdeen Scotland and a Bachelor of Laws (Upper Second Class Honours) from the University of the West Indies, Cavehill, Barbados. She holds among other professional certification the Legal Education Certificate from the Hugh Wooding Law School, St. Augustine Trinidad. H.H. Prowell-Raphael is presently admitted to practice as an Attorney at Law in Trinidad and Tobago.
